Why the use of the acronym € in the framework of the European Society for Defence INPA? 1. During a web search, f. ex. via Google, the acronym SED refers to a large number of very diverse expressions, ranging from the Communist Party of RDA to a Linux line editor, to a restaurant and a heating installer. S€D makes our INPA much more visible: it refers immediately and only to it. 2. The euro, our single currency, is the most important transfer of sovereignty in the construction of a united Europe, and the ECB remains the only federal institution in Europe to date. The fact that we use the € symbol reflects our commitment to get the same transfer of sovereignty in the field of defense and security as in the monetary field.

The Justus Lipsius building is the headquarters of the Council of the European Union in Brussels. It is named in honor of Justus Lipsius, a sixteenth-century philologist from Brabant.In March 2012, the European Council President Herman Van Rompuy became aware that it had not put the defense in its agenda since 2005. This initiated a process that led the 28 Heads of State and Government of the European Union (EU) to fix, in December 2013, an action plan and a new appointment in June 2015. But last June, the European Council deferred consideration of defense questions in the second half 2016. Meanwhile, the political Europe and European defense with 28 Member States are practically blocked, while the news demonstrates the need to resume our political and military integration process.


While the 28 EU Member States still have in 2015 a million and half military, only 80,000 soldiers, about 5%, can be used in external operations, despite a collective effort defense of 200 billion € a year. By spending a third of the US defense budget, Europeans get less than a tenth of their military capabilities. The 200 billion € seem to be badly used.


To increase its military capabilities and give Europe a place in the international relations that better matches its economic power, its values and its civilisation, it is necessary that a more determined and solidary Union sees the day. It is small, less sovereign countries within the EU that usually offer the best chance of achieving this stronger Union. The formation of a core of Member States, small and solidary, is expected to be the engine of what we call the United States of Europe, with Brussels as its capital. These states, members of the EU, of the NATO, of the euro zone could be the Benelux, the Baltic States, Portugal, Greece, Slovenia and Slovakia.


As the accessions to the United States of Europe will grow, they will allow them to host more and more imposing states, once the importance of their common defense budget and of their defence industrial base will be similar to that of these potential members.


The value of armies being directly related to the level of training of its officers, the United States of Europe should provide them with high quality training in a European Defense University, of which the Belgian Royal Military School could be the first element.


Le fil de l’épéeTo achieve these objectives needs to create a movement of opinion. The European Society for Defence (S€D) wants to contribute, following the methodology of the Prussian reformers and in particular of Gerhard von Scharnhorst. On January 24, 1802, he had founded the Militärischen Gesellschaft, which gathered the elite concerned with defense issues, and laid the foundations for the recovery operated by Prussia from 1813 to 1815. Charles de Gaulle was inspired by him in “Le fil de l’épée” (The edge of the sword), published in 1932, and also general Wolf von Baudissin, the founder of the Bundeswehr on November 12, 1955.


The international non-profit association (INPA) S€D gathers those who want to contribute to the creation of the United States of Europe (USE), the European army and the European Defence University. For more information: see “ A Brief History of the Future of Europe ”.


The S€D was incorporated as a de facto association on October 2, 2015 by Jean Marsia with Mathias Kende, Claude Paelinck, Xavier Raedts and Michel Van Hecke, to prepare as soon as legally and financially possible, and necessary for its activities, the creation of an INPA with the same name. The de facto association S€D ceased to exist once achieved its purpose.
